Storm Fleet Spy replaces itself the turn it attacks — a 2/2 for three mana that draws a card on raid is a fair deal, not an exciting one. It does exactly what it promises in aggressive blue builds and nothing more.

In Commander, Storm Fleet Spy slots into Pirate tribal lists — Malcolm, Keen-Eyed Navigator and Admiral Beckett Brass shells want every raiding body they can find, and the card draw staples the slot together. Outside of tribal, three mana for a 2/2 that conditionally draws one card doesn't clear the bar when blue has access to far more efficient draw engines. In 60-card formats it never sees play — raid is too unreliable in Legacy or Modern to justify the rate, and Pioneer and Standard have always had better options at the same cost.
