In Commander, Storm Fleet Pyromancer is a role-player in aggressive red decks that attack early and often — raid triggers reliably by turn four or five, and the 2 damage on entry can pick off a mana dork or ping a planeswalker. In Pauper it's legal but too slow for the format's tempo demands, where five mana needs to win the game, not trade with a 1/1. Legacy, Vintage, and Modern have no interest in a five-mana 3/2 regardless of the bonus. Pioneer is the only non-rotating constructed format where it could theoretically slot into a budget pirates shell, but there are better five-drops at every turn.
