Stonefury deals damage to a creature equal to the number of Mountains you control — a number that climbs fast in red-heavy or Landfall shells but starts at zero and depends entirely on your mana base. Four mana for a conditional burn spell is a lot to ask when unconditional removal exists at the same cost.

In Commander, Stonefury competes against removal that doesn't care how many basics you've got, which is a hard bar to clear — most red decks run fewer Mountains than they do dual lands, so the damage ceiling is lower than it looks.
