In Commander, Stomped by the Foot competes in a format where six-mana removal spells need to pull serious weight — and 10 damage, while large, still whiffs on indestructible creatures and planeswalkers entirely. Constructed formats like Modern and Pioneer have no patience for sorcery-speed, single-target damage at this cost when Path to Exile and Fatal Push exist. Pauper is the one format where the card pool is shallow enough that a 10-damage floor becomes marginally relevant, but even there it's fringe.
