Stingscourger bounces any creature your opponent controls back to their hand, and the echo cost means you can let it die next upkeep rather than pay again — a two-mana removal spell that happens to leave a 2/2 body behind for a turn. It's a clean, repeatable-if-you-want-it tempo play, and in any deck that recurs or blinks creatures, the echo clause stops being a drawback entirely.

Stingscourger is almost exclusively a Commander card — in Legacy, Modern, and Vintage, bouncing a creature for two mana with a built-in expiration date is far too slow against the threats those formats present.
