Commander is where Stinging Licid sees its most plausible home, slotted into life-drain or Licid-tribal shells where the incremental damage stacks across multiple opponents over a long game. In Legacy and Vintage it's legal but entirely outclassed — the effect is too slow and too interruptible to matter in those formats. Stinging Licid is essentially a Commander-only card in practice, and even there it needs a dedicated build to justify the slot.
