Stern Constable taps a creature at the cost of discarding a card — a real price in most decks, but a rebate in any shell that wants cards in the graveyard or rewards discard. Outside of those specific synergies, the card-for-tap rate is too inefficient to justify a slot.

Stern Constable is a niche card across every format it's legal in, and Commander is where it has the most plausible homes — specifically in madness, reanimator, or Loot-matters builds where the discard is a feature, not a cost. In Pauper it's technically playable but outclassed by cheaper or unconditional tap effects. Legacy, Modern, and Pioneer have enough redundancy and efficiency that Stern Constable never makes the cut outside of highly specific synergy builds. Treat it as a Commander roleplayer only.
