Sterling Keykeeper is a bulk-bin card in every competitive format — Modern, Pioneer, and Legacy all have better two-mana ramp and token generators by a wide margin. In Commander, the calculus shifts slightly if your deck has a reason to care about artifact tokens or specifically keys, such as a Vehicles or artifact-synergy build, but even then it sits on the fringe of the 99. Pauper is the one format where its floor improves modestly, since the artifact token has more surrounding support at common, but it still needs a dedicated shell to earn a slot.
