Steeple Creeper lets you pay three mana and sacrifice another creature to give it flying until end of turn — a costly, one-shot trick that trades board presence for a temporary evasion buff. Outside of very specific sacrifice synergies, that rate is too steep to justify a deck slot.

Steeple Creeper is a fringe card in every format it's legal in. In Commander, the sacrifice cost is the real problem — spending a creature and three mana to grant flying once rarely wins games, and dedicated evasion packages have far better options. In Pauper, where commons compete on raw efficiency, Steeple Creeper doesn't clear the bar for any established archetype. Legacy, Modern, Pioneer, and Vintage all have access to spells that grant evasion at a fraction of the cost and without sacrificing permanent resources, so Steeple Creeper simply doesn't show up.
