Steelshaper Apprentice is a Commander card through and through — the repeatable tutor effect only pays off over multiple turns, and the Commander format's longer game gives you the time to exploit it. In Legacy and Vintage, the draw-step cost is a nonstarter; those formats run Stoneforge Mystic for a reason, and a four-mana sorcery-speed effect that costs you card advantage doesn't compete. Modern is legal but equally uninterested — the format is too fast and too punishing for a card that puts you down a card every turn it sits on the battlefield.
