Commander is where Steelform Sliver actually earns its slot — tribal boards go wide fast, and a static +0/+1 to every creature you control scales well above its mana cost once five or more Slivers are in play. In Legacy, Slivers have niche tribal support but compete with more powerful options, and a three-mana 2/2 that only boosts toughness rarely clears the bar there. Modern Slivers lean aggressive and want Predatory Sliver and Sinew Sliver for power-boosting effects first; Steelform Sliver is a budget consideration rather than a core piece. Pioneer sees little to no competitive Sliver presence, so its legality there is mostly theoretical.
