Steel Dromedary enters with three +1/+1 counters distributed however you choose across your creatures — that's three triggers, three power spread, one card. The catch is a five-mana 0/0 body that contributes nothing on its own, so it only earns its slot when Omarthis, Ghostfire Initiate or a similar counter-hungry engine is on the table to cash in those triggers.

Omarthis, Ghostfire Initiate
Omarthis, Ghostfire Initiate cares about moving counters around and growing from them, and Steel Dromedary front-loads three separate counter placements the moment it arrives — each one a potential Omarthis trigger off a single cast.

Steel Dromedary is a Commander card in practice. The effect — three distributed +1/+1 counters — only generates real value in a multiplayer environment where you have multiple creatures to spread them across and a commander like Omarthis, Ghostfire Initiate to convert each placement into an additional payoff. In Legacy, Modern, and Vintage it's technically legal but five mana for a vanishing body with no immediate board protection is nowhere close to competitive; you will never see it across a table in those formats. Commander is the only context where Steel Dromedary is making decks.

$0.11 bulk tier
At $0.11, Steel Dromedary is deep bulk — you're paying for cardboard, not scarcity. There's no reason to expect that to change; it's a narrow synergy piece with a small audience, and bulk commons and uncommons at this price point don't move without a format breakout that isn't coming here.
