The effect — three distributed +1/+1 counters — only generates real value in a multiplayer environment where you have multiple creatures to spread them across and a commander like Omarthis, Ghostfire Initiate to convert each placement into an additional payoff. In Legacy, Modern, and Vintage it's technically legal but five mana for a vanishing body with no immediate board protection is nowhere close to competitive; you will never see it across a table in those formats. Commander is the only context where Steel Dromedary is making decks.
