In Commander, Steam Augury is a role-player rather than a staple — the opponent-choice clause is worst in a pod where at least one player always knows what they're denying you, so the card performs better in spell-synergy builds that want any two of the five cards than in decks that need a specific one. In Legacy and Vintage, Fact or Fiction is strictly better and sees the play instead, leaving Steam Augury on the sideline in those formats.
