Commander is where Starnheim Unleashed does its best work — the foretell mechanic lets you bank it on a quiet turn and cash in for a lethal token flood when you have the mana to go wide. In competitive formats like Modern and Pioneer it's too slow and too narrow; white token strategies there want cheaper, more consistent payoffs than a sorcery-speed X spell. Legacy and Vintage have access to it in theory, but neither format has any reason to run it. Oathbreaker is a reasonable home if your planeswalker cares about tokens or the Angel type.
