Stand United is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, but the formats where it sees real consideration are basically limited to Pauper, where one-mana instants that affect two creatures have genuine traction in aggressive white strategies. In Commander, a one-mana pump split across two creatures is too small a swing to matter in a multiplayer game where board states scale into dozens of power and toughness — you'd want something that either cantrips or affects the whole team. Legacy has no interest; the format's threat density makes Stand United look like a placeholder.
