Stampeding Horncrest is bulk filler in every format where it's legal. In Commander, Dinosaur tribal decks under Gishath, Sun's Avatar or Zacama, Primal Calamity can meet the haste condition reliably, but even there Stampeding Horncrest competes with Etali, Primal Storm and Zetalpa, Primal Dawn for the five-drop slot and loses. In Pauper it's a common, but aggressive red decks want two-drops with immediate impact, not a five-mana creature that needs a friend to gain haste. Legacy, Modern, and Pioneer have redundancy at every power level that makes a conditional 5/5 irrelevant.
