Staff of the Wild Magus is legal in Commander, Legacy, Modern, Pioneer, Vintage, and Oathbreaker, but sees essentially no competitive play in any of them. In Commander, where green already has access to the best ramp and lifegain staples in the format, the Staff's passive one-life-per-land-or-spell output is too slow to matter at a four-mana entry point. Formats like Legacy and Modern demand cards that win the game, not ones that gain three life over several turns. The only context where it's even worth a second look is a dedicated Aetherflux Reservoir storm shell in Commander that needs every lifegain trigger it can find.
