Squallmonger turns every mana anyone wants to spend into 2 damage to each creature with flying and each player — a repeatable, politically loaded damage engine that scales with the number of opponents at the table. The cost is real: it punishes your own flyers and chips your own life total, so you build around it or you get burned by it.

Commander is where Squallmonger does its best work — four players means the activated ability hits three opponents simultaneously, and in a format full of dragons, angels, and sphinxes, the threat of taxing every attack through the air carries real weight. Legacy and Vintage legality is technically accurate but practically irrelevant; those formats are too fast and too efficient for a five-mana do-nothing-on-entry creature. Oathbreaker shares Commander's multiplayer math and is the only other format worth considering. Outside of multiplayer, Squallmonger is simply outclassed.
