Spreading Rot destroys a land and makes its controller lose 2 life — five mana for a Stone Rain with a small life drain stapled on. That cost is too high for any competitive format, and in Commander it's worse: one land barely dents a four-player table.

Spreading Rot is a bulk common that sees essentially no play anywhere. In Commander, land destruction at five mana is nearly unplayable — the tempo loss is catastrophic when opponents are rebuilding with three other people's help, and the 2 life drain is irrelevant at 40 life totals. In Pauper, where the card is legal, cheaper and more efficient land disruption exists at every point on the curve. Legacy and Vintage move too fast for a five-mana sorcery to matter. Spreading Rot is legal in Modern and Pioneer as well, but neither format has a shell that wants to spend five mana on a single-land hit.
