Spreading Insurrection steals every creature an opponent controls for a turn — not one, all of them — which in a multiplayer game can mean a dozen bodies swinging in the wrong direction. Seven mana is real, but the effect scales so hard with the board state that it almost pays for itself the moment it resolves.

Commander is where Spreading Insurrection actually lives — multiplayer tables mean more opponents, more creatures, and exponentially more chaos when you point this at the right target. In Legacy or Vintage it's technically legal but has no competitive home; paying seven mana for a mass Act of Treason effect in a format defined by Brainstorm and Force of Will is a non-starter. Oathbreaker is the one non-Commander 60-card-adjacent format where it could theoretically appear in a tokens or sacrifice shell, though the card pool there rarely demands it.
