Seven mana is real, but the effect scales so hard with the board state that it almost pays for itself the moment it resolves.

In Legacy or Vintage it's technically legal but has no competitive home; paying seven mana for a mass Act of Treason effect in a format defined by Brainstorm and Force of Will is a non-starter. Oathbreaker is the one non-Commander 60-card-adjacent format where it could theoretically appear in a tokens or sacrifice shell, though the card pool there rarely demands it.
