Spore Cloud taps all blocking creatures and makes them skip their untap step — effectively a one-sided combat lockout that turns a trade into a clean attack. Three green mana at instant speed is the right price for that effect, but it's only relevant in combat, which keeps it a role-player rather than a staple.

Spore Cloud sees essentially no competitive play in Legacy or Vintage, where three mana at instant speed needs to do more than delay blockers. Pauper is its best non-Commander home — go-wide green aggro decks can use it to push through a stalled board — but even there it's fringe. In Commander, Spore Cloud earns a slot specifically in token and Saproling strategies where you're swinging wide and one blocked creature ruins the math; outside that niche it's too narrow to justify the slot.
