Spontaneous Artist is a Commander card through and through — the token generation and haste-granting loop matters most when you're playing over multiple turns with a creature-heavy gameplan, and formats with shorter clocks punish a four-mana 3/2 that doesn't win the game on the spot. In Pauper it's legal but competes with cheaper, more direct haste enablers and sees essentially no play.
