Spontaneous Artist is a Commander card through and through — the token generation and haste-granting loop matters most when you're playing over multiple turns with a creature-heavy gameplan, and formats with shorter clocks punish a four-mana 3/2 that doesn't win the game on the spot. In Pauper it's legal but competes with cheaper, more direct haste enablers and sees essentially no play. Legacy, Modern, and Pioneer are similarly hostile; the effect isn't close to efficient enough for those formats.
