Commander is where Splicer's Skill has its best case, specifically in artifact and Phyrexian tyrant decks that cast enough instants to trigger the splice repeatedly — each activation generates a fresh 3/3 body without spending an additional card. In Legacy and Vintage it's a curiosity at best; the splice mechanic is too slow and conditional against decks operating at that power level. Modern sees fringe use in dedicated Golem or artifact synergy brews, but there are more efficient token generators that don't require you to hold instants.
