Splatter Thug is a bulk common in every format that will run it, and Pauper is the only place worth even a moment's consideration — aggressive red strategies exist there, but a 3/3 first striker for four is too slow when one- and two-mana threats define the format's clock. In Commander, four mana for a vanilla-adjacent creature with no enters-the-battlefield effect and no evasion is simply not competitive with the card pool available at that cost. Legacy, Modern, and Pioneer all have access to creatures that do more for less, and Splatter Thug won't show up in any of them.
