In Legacy and Vintage the rate is laughable — four mana for a 2/2 that bounces itself doesn't compete. Commander is the only home where Spitting Drake can justify a slot, and even there it needs a specific engine: commanders or payoffs that trigger on creatures entering the battlefield or being cast repeatedly, such as Naban, Dean of Iteration-style value loops or cost-reduction shells that make the bounce free. In Oathbreaker the same logic applies at a smaller table scale, where four mana is proportionally heavier.
