Spitfire Handler puts a 2/2 flier on the board and pumps your whole Dragon team — the catch is that it costs five mana for a 2/2 body that does nothing without dragons already in play. It earns its slot in dedicated Dragon tribal; everywhere else it's too conditional and too slow.

In Commander, Spitfire Handler is a role-player in Dragon tribal and nothing outside it — the five-mana cost is acceptable in a 40-life, slower format where you have time to assemble a board. In Legacy and Vintage, it's legal but irrelevant; neither format is running Dragon synergy packages, and a five-mana 2/2 doesn't survive contact with those environments. Oathbreaker follows similar logic to Commander: playable if your signature spell or planeswalker is building around Dragons, otherwise a non-starter.
