Spirit Summoning is legal in Commander, Legacy, Modern, Pioneer, Vintage, Pauper, and Oathbreaker, but the only format where it realistically sees play is Commander. Pauper is theoretically possible, but a three-mana do-nothing-until-next-turn enchantment competes poorly in a format defined by efficient commons. In every non-rotating format with a broader card pool, Spirit Summoning is strictly a Commander card — and even there, only in decks that specifically reward enchantments entering, spirits entering, or token generation.
