Spire Serpent is essentially a Pauper card — that's the one format where a cheap, resilient blue body with upside can pull weight in spell-heavy tempo lists. In Commander, five mana for a creature that starts at 2/6 and needs spell density to become a real threat is too slow and too fragile to justify inclusion; the format's power ceiling has simply left Spire Serpent behind. Legacy and Vintage are non-starters — those formats don't tolerate five-mana creatures without immediate, game-warping impact. Oathbreaker is theoretically legal but shares Commander's problem: the card doesn't close games fast enough to matter.
