Spire Owl enters the battlefield and lets you look at the top four cards of your library, rearranging them in any order — that's a scry 4 stapled to a 1/1 flying body for two mana. The effect is real, but the rate isn't: two mana for a 1/1 that doesn't draw a card is too slow for almost every format.
Format Analysis
Where it lives, where it can’t
| Format | Verdict |
|---|---|
| commander | legal |
| legacy | legal |
| modern | not legal |
| pioneer | not legal |
| standard | not legal |
| vintage | legal |
| pauper | legal |
| oathbreaker | legal |
Spire Owl is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, but sees meaningful play in essentially none of them. In Commander, a 1/1 flyer that tops your deck without drawing a card is too low-impact at any table — you need either repeated topdeck manipulation or card advantage, and Spire Owl provides neither. Pauper is the one format where you could theoretically slot it into a tempo or tempo-flyers shell, but there are cheaper and more efficient options at common even there. Legacy and Vintage have no interest in a two-mana 1/1 regardless of the attached effect.

Price Context
Current price
$0.21 bulk tier
At $0.21, Spire Owl is deep bulk — you're paying for the cardboard, not the effect. That price reflects accurate market demand: there's no competitive shell pulling copies, so don't expect it to move.
