The raw card advantage is enormous, but the ceiling depends entirely on what's already in graveyards; Jeleva, Nephalia's Scourge decks hit that ceiling more reliably than almost anyone else.

Commander is where Spelltwine actually lives — multiplayer games mean at least three opponents stocking graveyards, so finding a worthwhile target on the other side of the table is almost never the constraint. In Legacy and Vintage it's legal but unplayed; six mana for a spell that does nothing if graveyards are empty is too slow and too conditional against efficient interaction. Oathbreaker can support it in the same way Commander does, provided the signature spell and format shells run enough instants and sorceries to make both halves relevant.
