Specter of Mortality enters with a counter already on it and lets you move counters off creatures you control onto any target — a repeatable, evasive redistribution engine that doubles as a finisher. The cost is that it demands a critical mass of +1/+1 counter payoffs to justify the slot, and without that context it's a 3/3 flier with upside that never fires.

In Commander, Specter of Mortality earns its slot in dedicated counter-growth decks where redistributing counters mid-combat can win games outright — stripping a nearly-dead creature to pump a closer is a real line. Outside of that specific shell, four mana for a 3/3 flier is undercosted for Legacy or Vintage and outclassed in Modern and Pioneer, where the competition for four-drop threats is brutal and the counter synergy is too narrow to matter. Standard is the only non-Commander format where Specter of Mortality can realistically see play, and only if a counter-heavy environment develops around it.
