Sound the Call puts a creature token on the battlefield and grows the next one — a two-for-one stapled to a snowball effect for three mana at sorcery speed. It's a solid role-player in token and populate strategies, not a staple, but it earns its slot when your commander rewards token count.

In Commander, Sound the Call is a role-player for token-doubler and populate shells — three mana for a token is below rate on its own, but the cumulative +1/+1 counter clause turns repeated casts across a long game into increasingly relevant threats. In Pauper, it fits Wolf tribal and green go-wide strategies that can recur or flash it back with enough consistency to activate the counter clause multiple times in the same game. Modern and Legacy have better options at every point on the curve, and Sound the Call sees essentially no competitive play in either format. It's legal in both but irrelevant to them.
