Soultether Golem enters as a 3/3 for two mana — one of the best stats-per-mana ratios in the game — but it shrinks by a counter at the start of each upkeep unless you've played a creature that turn. Kate Stewart aside, most decks can't reliably feed it every turn, which means the Golem is either an engine piece or a liability.

In Commander, Soultether Golem earns a slot in decks that flood the board with creatures every turn cycle — token engines, Aristocrats loops, or flicker chains keep it fed and make the upkeep clause irrelevant. In Legacy and Vintage it's too conditional; a 3/3 that shrinks under pressure can't compete with the raw power of those formats, and nobody is building around it. Modern offers more creature-dense shells where it could theoretically pull weight, but better two-drops exist at every power level. Soultether Golem is a Commander card through and through.
