The payoff is real, but it only exists if you've built around it; in a generic red deck it's a vanilla 1/1 for three.

Soulsurge Elemental is a Commander card through and through — it needs a critical mass of first-strike or double-strike creatures to matter, and the 100-card singleton format gives you the most room to build that density.
