Soulreaper of Mogis is a Commander card through and through — the repeatable sacrifice-plus-draw loop scales with the wide boards and long games that format enables, and token-generating commanders make the activation cost trivial. In Pauper, it's legal but fighting for a slot in sacrifice shells that already have Carrion Feeder and Altar's Reap handling similar roles more efficiently. Modern and Pioneer have the card density to support sacrifice synergies, but Soulreaper is too slow and too fragile at three mana for those formats' pace. Legacy and Vintage don't need it — the power ceiling there is simply higher than what a 2/2 with a tap ability can offer.
