Soul Reap destroys a nonblack creature for two mana — clean and unconditional on the permanent side, with a life payment stapled on if you don't control a Swamp. The color restriction on that rider means it's a strict two-mana removal spell in mono-black or heavy-black shells and a liability everywhere else.

In Commander, Soul Reap competes in a crowded bracket of two-mana black removal, and the Swamp clause does real work — mono-black and Dimir builds run enough basics that the life loss rarely triggers. Outside of those shells, Go for the Throat and Infernal Grasp simply outclass it. In Pauper it's legal and the card pool is shallow enough that cheap unconditional removal sees play, though the format's creature suite skews toward black creatures often enough to blunt its range. Legacy and Vintage have access to far more efficient interaction, so Soul Reap doesn't register there.
