Soul of Migration enters and immediately produces a flock of Bird tokens equal to the number of permanents you've blinked or otherwise flickered this game, making it a payoff that scales hard with dedicated flicker shells. The catch is that token count resets if Soul leaves play, so protecting it — or recurring it with something like Nim Deathmantle — matters more than it first appears.

Commander is where Soul of Migration does its best work, slotting into any white flicker or blink deck as a late-game token generator that rewards a strategy you're already pursuing. Outside Commander, Soul of Migration is legal in Legacy, Vintage, Modern, Pauper, and Oathbreaker, but those formats move too fast for a value engine that requires an established blink gameplan to pay off — you'll almost never have enough flicker triggers accumulated to make the token yield worth a card slot in a competitive 60-card context. Pauper in particular won't see it; the card is uncommon at best and the tempo demands of that format don't accommodate it.
