Soul of Innistrad gives you a repeatable graveyard recursion engine — three creatures back for six mana from the yard, or pay the same cost at end of turn to do it again without ever casting it. The six-mana activated ability is slow, and a 6/6 body for six with deathtouch isn't closing games, so you run it specifically for that recursion loop, not as a threat — Coretapper and similar utility creatures love seeing their name cycle back to hand repeatedly.

Soul of Innistrad is legal in Commander, Legacy, Modern, Pioneer, Vintage, and Oathbreaker, but it only meaningfully belongs in Commander. The six-mana cost and sorcery-speed recursion are irrelevant in slower graveyard-focused EDH builds, where the repeatable engine across multiple turns justifies the investment. In Modern and Legacy, six mana is a game-winning amount of mana, and there are far more efficient ways to recur creatures — Soul of Innistrad simply doesn't make the cut. Pioneer is the same story: the format has leaner recursion options and no shell slow enough to exploit the activated ability.
