Sorceress Queen turns any target creature into a 0/2 until end of turn — a soft removal spell stapled to a body that pairs lethally with Horobi, Death's Wail, since Horobi's triggered ability kills any creature that gets targeted, making the Queen's ability a repeatable, unconditional removal engine. Outside that shell it's a cute trick; inside it, it's one of the deck's best pieces.

Horobi, Death's Wail
Horobi, Death's Wail turns every targeting effect into a death sentence, so Sorceress Queen's tap ability — which specifically targets a creature — becomes a hard kill shot you can fire every turn at any creature on the board.

Sorceress Queen is legal in Commander, Legacy, Vintage, and Oathbreaker, but its real home is Commander, specifically the Horobi, Death's Wail shell where targeting creatures is the whole game plan. In Legacy and Vintage the card is simply too slow and too narrow — three mana for a 1/1 with a tap ability doesn't compete with what those formats are doing. Oathbreaker is the only other realistic venue, and only if you're running a targeting-matters strategy. Treat this as a Commander-only card in practice.

Pricing data isn't available for Sorceress Queen at the moment — check Scryfall or TCGPlayer for current market values. Given its narrow application, it tends to sit in the bulk-rare-to-modest-single range, so picking one up for a Horobi deck shouldn't hurt the wallet.
