Sorceress Queen is legal in Commander, Legacy, Vintage, and Oathbreaker, but its real home is Commander, specifically the Horobi, Death's Wail shell where targeting creatures is the whole game plan. In Legacy and Vintage the card is simply too slow and too narrow — three mana for a 1/1 with a tap ability doesn't compete with what those formats are doing. Oathbreaker is the only other realistic venue, and only if you're running a targeting-matters strategy. Treat this as a Commander-only card in practice.
