Soratami Mindsweeper is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but it's nearly invisible outside of Commander. In Legacy and Vintage the mill rate is irrelevant and the mana investment is indefensible. Commander is where Soratami Mindsweeper finds its niche: decks that recur lands from hand — Patron of the Moon, Azusa, Lost but Seeking, or any high-bounce-land shell — can chain activations without real cost, and multiplayer math means each activation hits everyone's mill total simultaneously.
