Song of Inspiration is a Commander card through and through — the Dragon tribal payoffs and go-wide strategies that make it relevant simply don't exist in Legacy or Vintage at any competitive level. In Commander, it fills a real role in Dragon-heavy builds, particularly those generating multiple Dragon tokens per turn, where the counter accumulation becomes substantial over a full game. Outside of Dragon tribal, it's unplayable in any context.
