Somnomancer enters the battlefield and puts a target creature an opponent controls to sleep — tapped and staying tapped until it's no longer your turn — which buys you a combat step or stops a blocker cold. The cost is a two-mana 1/1 body that does nothing on its own once the tap effect resolves, so you're paying for the tempo, not the stats.

In Commander, Somnomancer fits narrow tap-matters or flicker shells — commanders like Brago, King Eternal or Roon of the Hidden Realm can reuse the enters-the-battlefield tap to lock down a different blocker every turn cycle. Outside of those synergies, a two-mana 1/1 that taps one creature is too low-impact against three opponents to earn a generic slot. In Pauper it's legal but competes with strictly more efficient tempo pieces, and the 1/1 body undersizes fast enough that it rarely sees play.
