Somber Hoverguard is a Pauper card first and everything else a distant second — artifact-heavy commons shells can reliably cast it for two or three mana, where a 3/2 flier is a real threat. In Commander, the bar for six-mana creatures is a game-warping effect, and Somber Hoverguard brings only a body; even in dedicated artifact builds, Blinkmoth Nexus and Myr Battlesphere do more. Legacy and Vintage both contain it legally, but neither format has ever had a reason to run it over faster, more powerful threats. Pauper is the only context where Somber Hoverguard earns a genuine look.
