Soltari Guerrillas deals damage to any target every time you activate its ability — and with Crackdown Construct in play, each activation also pumps the Construct by +1/+1 until end of turn, turning free-activation loops into lethal damage on the spot. In Commander, Soltari Guerrillas is almost exclusively a combo piece — the Crackdown Construct activation loop is the reason to sleeve it, and the shadow body occasionally closes games when the combo is offline. Legacy and Vintage are legal homes on paper, but Guerrillas has never carved out real space in either format; five mana for a 2/2 with no immediate impact is a non-starter in environments that end games on turns one through three. Commander is the only format where the card sees meaningful play, and even there it belongs in dedicated combo shells rather than generic white decks.
