In Commander, Solemn Recruit earns its slot only in decks with consistent revolt triggers — fetchlands, sacrifice outlets, or commanders like Nalia de'Arnise that churn through permanents as part of the game plan. In fair, midrange builds it can snowball out of control once it picks up a few counters, and double strike means each pump is worth twice as much damage. In Modern and Legacy, a two-mana 2/2 that requires setup to grow is too slow for those formats' threat density — better aggressive white options exist at that mana cost.
