Solemn Doomguide is a Commander card through and through — the party mechanic only reaches critical mass when you're building around it, which the singleton 100-card format enables better than any other. In Legacy and Vintage it's technically legal but competes against far more efficient draw engines and will never see a competitive slot. Oathbreaker could support a party-themed build if the spellbook aligns, but the card's ceiling is squarely in Commander, where the right tribe-matters commander turns it into a draw engine that runs all game.
