The cost is real: you're down two cards in hand to net two fresh ones, which means it only pulls ahead if you're deliberately dumping permanents you wanted gone.

In Commander, Soldevi Sage occupies a narrow niche: decks that actively want permanents in the graveyard or on the bottom of the library, like reanimator shells or commanders that care about cycling hand size. Outside that context, it's outclassed by nearly every blue draw spell printed in the last decade. In Legacy and Vintage it's legal but irrelevant — the formats have cantrips and tutors that make Soldevi Sage invisible.
