Snowhorn Rider is a pauper-legal common, and even there it's outclassed by creatures that do more for the same cost. In Commander, a vanilla 5-mana 4/4 doesn't make cuts — the format's 100-card singleton construction means there's almost never a reason to run Snowhorn Rider over a creature with an enters-the-battlefield effect, keywords beyond trample, or relevant tribal synergy. In Legacy, Modern, and Pioneer the card simply doesn't compete on rate. Pauper is its most defensible home, but only in the most budget or casual builds where better threats aren't available.
