In Commander, Sneaking Guide slots most naturally into ninja and unblockable-payoff decks — primarily Yuriko, the Tiger's Shadow and Satoru Umezawa builds — where one mana for a guaranteed connect is worth a card slot. Outside of those specific archetypes it's too narrow: most Commander decks have better ways to push through damage.
