Legacy and Vintage have access to it, but the eternal formats' threat density makes a cantrip bounce rarely worth a slot outside niche brews. Snag's real home is Commander, where resetting a stax piece, protecting a key creature from removal, or enabling an ETB loop at instant speed for one mana is simply good value.
